Decision

(A)          CAPITAL INVESTMENT STRATEGY   It was
moved by Councillor Scullion, Seconded
by Councillor Patient   that
the recommendations of Cabinet contained in Minute Number 88, be
approved.   RESOLVED
that:   (a)           the Public Sector Decarbonisation Phase 4 project
totalling £5.1m (detailed in paragraph 5.25 of the Report) be
incorporated into the Capital Programme, funded by government grant
of £4.258m and match funding of £842k from the Council;
and   (b)           the Capital Investment Strategy and Capital
Programme be approved.   (B)          LOCAL DEVELOPMENT SCHEME 2025   It was
moved by Councillor Scullion, Seconded
by Councillor Patient   that
the recommendations of Cabinet contained in Minute Number 92, be
approved.   RESOLVED
that the Local Development Scheme Update 2025 attached at Appendix
1 of the report be recommended to Council for approval and
publication.   (C)          AMENDMENTS TO THE COUNCIL'S CONSTITUTION TO
PROVIDE GOVERNANCE FRAMEWORK FOR NATIONALLY SIGNIFICANT
INFRASTRUCTURE PROJECTS   It was
moved by Councillor Scullion, Seconded
by Councillor Patient   that
the recommendations of Cabinet contained in Minute Number 93, be
approved.   RESOLVED
that:   (a)           delegated authority to be given to Cabinet to
approve the Council’s Relevant Representation and Local
Impact Report for the purposes of fulfilling the Council’s
role as a statutory consultee on applications made under the
Planning Act (2008); and   (b)           with the exception of decisions on the Relevant
Representation and Local Impact Report, decisions required to
ensure the effective management of the Council’s input to an
application under the Planning Act (2008), that delegated authority
be given to the Director of Regeneration & Strategy in
consultation with the Cabinet Member with responsibility for
Climate Action and Housing.
