Decision

(A)          INTRODUCTION OF PROCUREMENT ACT 2023 AND REVISION
TO CONTRACT PROCEDURE RULES   It was
moved by Councillor Rivron, Seconded
by Councillor Blagbrough   that
the recommendations of the Governance and Business Committee
contained in Minute Number 28, be approved.   RESOLVEDthat:   (a)           the changes to the Contract Procedure Rules as
laid out in this report, and Part 2 Threshold Specific Contract
Procedure Rules (Appendices A and B), for those procurements under
the Procurement Act 2023 thresholds, be approved;   (b)           Part 1 and Part 2 of the Contract Procedure Rules
be approved;   (c)           delegated authority be given to the Head of Legal
and Democratic Services to agree changes to the Contract Procedure
Rules arising from further legislative changes and additional
Government requirements which must be complied with;
and   (d)           the Council’s Constitution be updated
following the implementation of the Procurement Act 2023 on
24th February 2025.   (B)          PAY POLICY STATEMENT   It was
moved by Councillor Rivron, Seconded
by Councillor Blagbrough   that
the recommendations of the Governance and Business Committee
contained in Minute Number 29, be approved.   RESOLVED
that the Council’s Pay Policy Statement for 2025/26 as set
out in the Chief Executive’s written report and annexes be
approved, subject to the amendment of point 10.1, that any new
salary package for any post (not including schools) that was
in excess of £100k would be
considered by Full Council.
