1) 
To appoint the following representatives to act on behalf of the
council as sole Trustee using delegation A22a having consulted with
the Leader:
a.  
Michelle Moubarak, Head of Culture, Leisure and External
Development, and
b.  
Marie Royle, Director of People Services
2) 
To Register a formal scheme for the charity with the Charity
Commission in accordance with the original indenture using
delegation A2
 
3) 
In relation to 1) above the power of the representatives includes
but is not limited to:
a.  
Engaging a suitable Charity Commission approved surveyor to act on
behalf of the charity to value the property to ensure best
consideration is achieved for the property
b.  
To undertake a marketing exercise to deliver the charitable
objectives and achieve best terms for the property, including the
disposal of the charitable land to third parties if considered to
be in the interests of the Trust.
c.  
To incur the estimated costs of formalising the charity via the
Charity Commission, specialised legal advice and support and
engaging a surveyor within a restricted budget of £20,000
plus VAT.
 
To consult with Management Team on any other
proposed decisions pending the proposed creation of a Charitable
Trust Advisory Board, or similar, to be considered by the
Governance Committee and Cabinet in March and April 2026.
