To enter into a Direct Award contract with
Plexal for the purposes of delivering a viable pathway for the
Golden Valley Development (GVD) to position itself for designated
area status and develop a compelling proposition, aligned with
Gloucestershire’s Local Government Reorganisation (LGR)
submission at a cost of £52,631.58. The cost will be shared
on a 50/50 basis with Gloucestershire County Council.
Reasons for the decision
Cheltenham Borough Council (CBC) and
Gloucestershire County Council (GCC) are jointly exploring
mechanisms to achieve designated area status for the Golden Valley
Development (GVD). Designated area status would allow the billing
authority to retain new growth in business rates and reinvest it
locally, supporting economic regeneration.
This scope of work sets out a 10-week project to support Cheltenham
Borough Council and Gloucestershire County Council in defining a
viable route forward to position GVD for designated area
status.
