To procure the services of KPMG to provide
specialist TAX and VAT advice on the transition of housing services
from CBH to CBC and the associated transfer of assets and winding
up of the company.

The council is required to obtain specialist
advice as part of its due diligence.

but would fail to conduct appropriate level of due diligence,
resulting in poor governance.
