To direct award a contract, of the value
£10,600, to APSE Synergy Limited, for the purpose of
delivering a decarbonisation feasibility study for the Leisure
Centre.

Reasons for the decision

UKSPF spend needs to be allocated and
delivered within the 2025/26 financial year therefore due to the
urgent timeframe, the decision has been made to direct award. APSE
is the Association for Public Service Excellence which places them
in an experienced position working with local authorities on a
tight deadline.

Alternative options considered

APSE energy has previously delivered a
high-quality decarbonisation report for the Council, and therefore
this was the first and only option considered.
