Contract for planning services to co-ordinate
completion of planning obligation (section 106) for Cheltenham
Borough Council application (22/01817/OUT) and Tewkesbury Borough
Council application (22/01107/OUT).
Reasons for the decision
The Local Planning Authority is progressing
Section 106 negotiations in respect of the resolutions made by
Cheltenham and Tewkesbury Planning Committees as set out above. The
primary case officer for this scheme is currently on maternity
leave. To ensure efficiency of this case on the delivery of the
S106, appointment of Applied Town Planning is an effective solution
to ensure timely delivery on a key strategic site that supports
delivery of the Councils corporate priority for housing delivery
and the Gloucester, Cheltenham and Tewkesbury Joint Core
Strategy.
Applied Town Planning has to date supported the primary case
officer via a contract held by Tewkesbury Borough Council. The
contractor holds both the technical knowledge and the detailed
background relating to this particular planning application which
another contractor nor existing member of the planning team would
have.
The waiver is to accept the quote of up to £4,000 (excluding
Vat) from Applied Town Planning for planning services to progress
the S106 to agreement for applications on the basis the contract is
kept within the cost of £4,000 and half of this cost will be
recovered from Tewkesbury Borough Council.
Alternative options considered
Not to enter into contract – The Local
Planning Authority currently has five strategic applications it is
progressing. Reorganisation of the team has been undertaken to
support this work during a period of maternity leave, but
additional support is required on a task and finish basis to ensure
casework is progressed in a timely manner.
