The Cheltenham Health and Wellbeing fund used
funding allocated to the council from the Gloucestershire NHS
Integrated Care Board to support community-based projects that will
help improve the health and wellbeing of local residents and the
communities they live in.

The allocation of the grants was made via an application process
and applications were assessed via a panel made up of members of
the Cheltenham Integrated Locality Partnership (ILP). The outcome
of the assessment was shared with the relevant cabinet
member.

The decision taken is as follows:

• To approve the award of grant funding for the Cheltenham
Health and Wellbeing fund as set out as set out in appendix A

• To enter into project agreements with the grant
recipients

Reasons for the decision

From the funding allocated to Cheltenham
Borough Council from the Gloucestershire NHS Integrated Care Board,
it was agreed that a pot of funding worth initially £100k be
created that community-based projects could bid into.

Through working with the Cheltenham ILP, the following priorities
for the grants were agreed:
• Connecting - support people to feel more connected to the
communities they live in or identify with.
• Being active – support people to lead active
lifestyles.
• Healthy eating - support people to have access to a healthy,
balanced diet.
• Culturally engaged – support people to have access to
cultural and creative opportunities.
• Inclusive - support the health and wellbeing of our diverse
communities, particularly those that we know are facing health
inequalities .
The application process opened on 11 September 2023 and closed on 1
November 2023.

In total 46 applications were received that were seeking a total of
£355k worth of funding.

The assessment of the bids was undertaken by:
• Associate Director - Locality Development - NHS
Gloucestershire
• Locality Manager for Cheltenham ILP - NHS
Gloucestershire
• GP Berkeley Place surgery and Chair of Cheltenham ILP
• Service Manager for Cheltenham – Gloucestershire Rural
Community Council
• Head of communities, wellbeing & partnerships –
CBC

The panel met several times to complete the assessment process and
the final recommendations are attached as appendix A.

The total being funded is £122,927. The difference between
the agreed sum and the initial £100k that was offered is
being funded as follows:
• £100,000 – initial allocation
• £11,000 – grant allocation to support projects
in West Cheltenham
• £12,000 – underspend from 2022 grants
