Purpose
The decision is to approve
changes to the Fees and Charges schedules that apply to Parking
Services, to be effective from 1/4/2026.
The revised tariffs for Pay
& Display parking charges will be as contained within the
uplift table attached (Appendix 1). Primarily, as per the January
2024 committee decision, this is subject to CPI (3.8% - July &
Aug 2025) and Other Relevant Factors (ORF) including but not
limited to: -

? Enforcement activity extensions
? Gritting
? Electricity and other utility charges
? NNDR

Discounted season (contract)
permit fees have been based on the use of a long stay (uplifted
full day rate) parking space by a hybrid worker, working 3 days per
week, 48 weeks of the year (annual) and 12 weeks (quarterly). See
the uplift table for precise details.
Alongside the increases in
parking tariffs, there will be an annual uplift to the costs of
related permits, dispensations and services. The principal purpose
of these changes is to ensure that other parking fees remain
in-step and broadly proportionate to our standard pay & display
tariffs.
• Business User Permits
– increase from £140 to £150 per
permit.
• Fees for Residents
Parking Permits from £90 to £100 for the first permit,
for the second permit from £110 to £120 and, in areas
where a 3rd permit may be issued, fee will change from £120
to £135.
• Fees for Scratchcards (visitor permits)
– remove the initial application discount (50% on the first
four books of scratchcards). Overall price remains the same at
£18 per book of 10.
• Cost of a replacement
parking permit due to change of vehicle, loss or stolen permit, to
stay the same as these are by large, digital.
• Charges for
Dispensations from parking restrictions allow suspension of parking
restrictions both on and off street.
Examples of where dispensations
are granted include construction works, scaffolding, siting of
welfare units, works compounds, when in accordance with Council
policies.

Food/Music Festivals, Funfairs, market stalls selling produce such
as food, alcohol or antiques – when held on Council car
parks. This event fee applies to each space occupied or impacted
and for all days of occupation. This particular fee is applicable
to free car parks, where commercial events occupy or impact
available spaces that would be available for public use. Event fees
are charged at a rate of £6.00 per day per space on long stay
car parks. On short stay free car parks, the fee is calculated as a
multiple of turnover of spaces. Where charges are already in place,
the event charge is the advertised tariff per bay for long stay
chargeable car parks and for short stay, again the turnover

• HGV lorry park fees
(3.8% CPI – rounded up to full £) to increase as
follows: Annual permit from £750 to £779 Six-month
permit from £460 to £478 Three-month permit from
