Purpose

The Finance Sub Committee, at
its meeting on 9 January 2025, considered a report which requested
permission to proceed with the freehold disposal of the Site
(Leighton Green, Crewe) to a developer. The Committee noted that
the Site was a residential development site with the benefit of
outline planning permission for development of up to 400 dwellings.
Any sale of the Site would generate a significant capital receipt
(conditional on planning).

The developer’s offer was
subject to pre-contract technical due diligence in the form of
confirmatory surveys (e.g. intrusive ground investigation surveys),
finalising development layouts/design with the Local Planning
Authority (Planning Permission) and securing energy supply power
supply for the site.
 
The developer has completed the
above due diligence (where able to) and terms of the sale have now
been agreed.
 
Formal approval is required to
enter into the sale agreements.

To complete all legal
documentation required to complete the disposal of the residential
development site at Leighton Green, Crewe as shown in Appendix I to
the Officer Decision Record.
 
To vary the existing
exclusivity agreement between Cheshire East Council and Named Party
by extending the end date to 31st March 2026 in respect of the
residential development site at Leighton Green, Crewe.
