Purpose

The report presents the statutory Rights of Way Improvement Plan 2026-2036 for adoption following public consultation on the Draft earlier in the year.

Decision

That the Rights of Way Improvement Plan (ROWIP) be approved as an adopted Council strategy (see Appendix 1) for publication, as a strategic framework with implementation subject to approved budgets, the Medium-Term Financial Strategy and the Council’s normal financial and decision-making requirements.

Reasons for the decision

In accordance with section 60 of the Countryside and Rights of Way Act 2000, the Council has a statutory duty to prepare and publish a ROWIP.

Adoption of the ROWIP will ensure the Council meets its statutory duty to maintain an up-to-date ROWIP strategy and provides a clear, evidence-based framework for guiding future investment.  The ROWIP aligns with the Cheshire East Plan 2025-2029 by supporting sustainable economic growth, improving the wellbeing of residents, and contributing to the Council’s environmental and carbon reduction commitments.

The ROWIP has been shaped by public and stakeholder consultation ensuring that the final strategy reflects local priorities and responds to the needs of communities, businesses and visitors.  Incorporating this feedback strengthens the deliverability, inclusivity and relevance of the plan.

Adoption will also ensure that Cheshire East has an up to date and robust strategic plan in place.  Without a new ROWIP, the previous version (2011-2026) would remain in place.  This version will shortly expire, and may not reflect current national, regional and local policy priorities.

Approving the ROWIP will enable the Council to prioritise investment within available resources, strengthen future funding bids, and provide a consistent policy basis for decision-making.
