*RESOLVED
–
 

1.  
That it be noted that grant funding of £1.625m
has been awarded to Chesterfield Borough Council from the
government’s Warm Homes Social Housing Decarbonisation Wave 3
scheme, and work is progressing to sign the Grant Funding Agreement
(GFA).
 

2.  
That the allocation of £1.675m from the HRA
capital programme as match funding to the grant funding award be
supported and it be noted that the necessary amendments to the HRA
capital programme, as set out in section 6 of this report, will be
reported as part of the regular budget monitoring
updates.
 

3.  
That authority be delegated to the Service Director –
Housing, in consultation with the Cabinet Member for Housing and
the Service Director – Finance, to manage the implementation
and delivery of the scheme, including scope variations, procurement
and contract awards.

 
REASONS FOR
DECISIONS
 

1.  
As a social landlord the Council has a duty to
provide homes that are safe and of a decent quality, and to invest
in homes to improve their energy efficiency where needed, aiming to
achieve an energy performance certificate (EPC) rating of band
C.
 

2.  
The Wave 3 programme represents a key opportunity to
advance the decarbonisation of council housing stock, reduce
emissions, improve tenant health and wellbeing and meet statutory
climate change targets.
 

3.  
The Housing Service submitted a bid to the Wave 3
programme in 2024, and included £6m in the HRA capital
programme, subject to the bid being successful. The provisional HRA
capital programme was approved by Cabinet in February
2025.
 

4.  
The amount of grant awarded to each successful local
authority is lower than the original amount requested, due to
significant over-subscription to the scheme, and Cabinet approval
is required to amend the programme accordingly.
