Purpose
Approved delegation in report to Cabinet on
27th February 2024 (agenda item 7): That delegated authority is
given to the Service Director – Housing, in consultation with
the Cabinet Member for Housing and the Service Director –
Finance, within the total funding provision of £700k to
identify and progress service transformation projects and spend to
save initiatives, and to respond to possible in-year changes in
legislation or national housing policy to ensure that the authority
continues to meet its statutory obligations and has a social
housing offer which is fit for purpose.
As the Council’s existing COINS system will not be able to be
decommissioned until very late in the 2025-2026 financial year at
the earliest, a new contract is required to ensure continuation of
service delivery whilst the Council is able to transition safely
and securely to a new technology supplier.

To award of a contract for the continued use
of the Housing Property Services ICT system known as COINS, with a
total contract value of £122,581.20. This is a key decision
because the level of the contract value is over
£100,000.
Alternative options considered
The service area has considered not renewing
the contract. This would mean that the repairs service would have
to be managed using paper for a significant period, resulting in
reduced productivity, lack of financial control and poor customer
services. This option has therefore been disregarded.
