OFFICER DELEGATIONS:

To any member of the Corporate Management Team and/or service manager who is the relevant budget holder/manager in accordance with limits set for the Council’s financial accounting system:

G050D To authorise any capital or revenue spending (or receipts) contained in an approved budget.

At their 26th June 2026 meeting members of the Strategic Growth Board agreed the commencement of a Pre-Market Engagement exercise to inform the procurement of a development partner at Spire Neighbourhood.

A budget of up to £100,000 to prepare and manage the formal procurement process, including producing a Development Agreement was agreed. This would include commercial, technical and legal input.

The final red line site area for the development may may be extended to include development opportunities across the town centre, including other surfaced car parks, like Durrant Road. In that context it was agreed by the Board that the 2023, Chesterfield Car Parking Study would be updated to fully understand the impact of the loss of further car park spaces. An estimated budget of £20,000 was approved for this exercise.

In agreeing this funding there was an expectation that Officers seek appropriate external funding to limit the financial liability on Chesterfield Borough Council.


Decision

The Service Director for Economy and Growth has approved the use of up £125,000 of Enterprise Zone Retention Funding to support the development of the Spire Neighbourhood.

Alternative options considered

An alternative approach would be to develop the documentation internally. This was discussed based on the specialist legal, commercial and procurement knowledge required.
