Purpose

Recommendations arising from the Corporate
Service Review and Planning Committee Review, including amendments
to the Scheme of Delegation and Planning Committee.

*RECOMMENDATION TO
COUNCIL
 
That Cabinet recommends to
Council to approve:
 

a)  
A reduction in
the size of the Planning Committee to 11 members.

b)  
Amendments to
the powers delegated to the Director of Planning and Environment as
amended, including:
(i)         That
Parish Council comments comprising an objection to a current
planning application should be submitted within 28 days of
consultation in order to trigger referral of the application to the
Planning Committee, as set out in paragraph 6.6,
(ii)        The
removal of automatic referrals to the Planning Committee for
‘minor’ applications when a Parish Council or statutory
consultee lodges an objection, but instead these shall be subject
to initial consideration by the Divisional Manager for Development
Management, in consultation with the Chairman of the Planning
Committee or the Vice Chairman in the absence of the Chairman, to
decide whether it should be determined by the Planning Committee,
as set out in paragraph 6.6,
(iii)      The
removal of automatic referrals to the Planning Committee for listed
building consent and advertisement consent applications when a
Parish Council or statutory consultee lodge an objection, as set
out in paragraph 6.6
(iv)       A
new provision to allow the Director of Planning and Environment to
enter into, vary and extend Planning Performance Agreements
(PPA’s) on a cost recovery basis, as set out in paragraph
6.12, and
(v)        Other
amendments as set out in paragraph 6.7.
c)   Amendments
to the red card procedure, including the introduction of a 28-day
time limit for members to submit a red card, as set out in
paragraph 6.6 as amended, and
d)   Revisions
to the pre-application advice charging scheme as set out in
paragraph 6.11.
