Recommendation to adopt the Infrastructure
Business Plan 2026-2030 and to note the responses to the Autumn
2025 consultation and consequential changes to the IBP as a
result.

Recommendations to Council:
 
That
Cabinet recommends to Council to:
 

(i)            
Approve the proposed responses to the
representations received and subsequent modifications to the Draft
Infrastructure Business Plan 2026-2031 as set out in appendix 4;
and

(ii)          
Approve the amended IBP (Appendix 1) including
the CIL Spending Plan attached as Appendix 2.
