Reasons for recommendations
To
ensure that a compliant procurement strategy is utilised in line
with contract procedure rules.
To
ensure value for money is achieved on project

ensure procurement of a main contractor that can deliver the
project to specification and timescales.

deliver a fit for purpose operational vehicle depot to accommodate
storage of refuse collection vehicles within the
borough.
Other
options considered and rejected
To utilise a procurement
framework on the basis that this would allow for a quicker
appointment to meet the programme timescales. The team explored a
few procurement frameworks and identified the RISE framework which
has been used by the Council on other projects successfully on the
basis that this allowed for the type and size of contractors best
fit to deliver the project.
Following an expression of
interest undertaking the feedback received indicated limited
interest from medium sized contractors that would be better
positioned to undertake the works and offer best value. Therefore, this option was rejected.
