Recommendations
approved.
 
Reasons for recommendations

1.     
The Consultants have been appointed on the project
across the early RIBA stages 1-3 providing QS consultancy support
which has been successfully completed providing confidence and
assurance to the Council’s project team of their ability to
deliver required services.

2.     
To ensure transfer of the Consultant’s
knowledge across the next stages (pre-construction and construction
phase) which will contribute towards mitigating any programme
delays and subsequent risk to grant funding.

3.     
To allow the project to progress in line with the
delivery programme.

4.     
The appointment is in line with the approved
procurement strategy with the project team opting to utilise the
RISE framework to undertake this which looks to offer best
value.
 
Other
options considered and rejected

1.     
To not appoint the consultant – This has been
rejected as this would not allow for the project to be delivered
and objectives to be achieved.

2.     
To appoint an alternative consultant – This
has been rejected as this would not allow for continuity of
knowledge required to allow the project to progress at the pace
required to ensure programme timescales can be achieved.

3.     
To appoint via the BLOOM framework – This has
been rejected as the consultant is registered on the RISE framework
which allows for the appointment to be formalised on more
favourable terms in terms of cost both to the Council and
consultant.
