To approve the implementation
of car parking charges following consultation.

Reasons for recommendations
The decision was made at
Executive Cabinet on 23 January 2025 to implement parking charges
and restrictions on Astley, Hallgate,
Yarrow and Sandham Street car parks
following a consultation. Now that the consultation has concluded
it is proposed to implement the charges and restrictions within
this report.

Other
options considered and rejected

1.
Not to introduce parking charges and restrictions,
this was rejected, introducing charges will create
‘churn’ allowing a greater number of
visitors.

2.
Car parks are also expensive to maintain, the
introduction of charging will help support the upkeep of these car
parks.
