Reasons for recommendations
1.     
The preferred bidder has demonstrated through a
competitive tender process via the ICN framework that has been
evaluated on a cost and quality basis, that they offer value for
money, have the necessary skills and experience and that they will
provide social value.
2.     
To allow the scheme design to be progressed to the
next design stage (RIBA Stage 4).
3.     
To ensure that the Bengal Street residential scheme
delivery is progressed in line with the agreed funding
timescales.
4.     
The appointment of the main contractor at this stage
will contribute towards de-risking the scheme design and allow for
value engineering opportunities to be explored.

1.     
To ensure that the Bengal Street residential scheme
programme delivery is progressed in line with the agreed funding
timescales as part of the wider town centre improvements
programme.
2.     
The appointment of the main contractor at this stage
will contribute towards de-risking the scheme design and allow for
value engineering opportunities to be explored providing cost
certainty for the build stage.
