The current Central Lancashire Playing Pitch
Strategy expires in 2024. This document provides the evidence base
to develop a clear picture of the balance between the local supply
of, and demand for playing pitches and other outdoor sports
facilities. A refresh is needed to
review future population growth and capacity analysis along with
quantity or quality of pitch supply. This evidence base will
support new provision and improvements of existing sports
facilities and subsequent funding bids to enable enhancement of
sports facilities in Central Lancashire.
It is appropriate to strategically undertake
this work jointly as a Central Lancashire evidence base and there
are economies of scale in doing so.
Other options
considered and rejected
The Council could decide not to commission a
new Playing Pitch Strategy (PPS). However, this option was rejected
as it would put the Council at a disadvantage by not having an
up-to-date PPS in place. It would jeopardise the collection of
future S106 towards new or enhanced provision and an out-of-date
strategy would also not be supported by Sport England for grant
funding.
