Recommendations approved.
 
Reasons for recommendations
1.        
The proposed
structure seeks to consolidate the progress made on embedding
performance across the organisations, reinforcing an advisor led
approach.  This approach would embed an
advisor led service model to engage with senior managers at the
service head level, providing advice and guidance on projects,
business plans and performance holistically.

 

2.        
Approval of
the recommendations will:

·     
Strengthen the organisation’s approach to
performance and project management, addressing key areas for
improvement,

·     
Align the team to support the new senior management
structure, supporting heads of service with a clear and defined
business offer,

·     
Resolve existing temporary roles within the
structure and address vacancies.

·     
Provide effective line management
arrangements.

 
Other options considered and
rejected
The review is limited and
focused on a small team, which supports both Councils under its
shared service arrangements.  Whilst the
status quo could continue, the current structure would present
limitations in terms of development and future performance.
Therefore, the option to maintain the current status of the service
has been discounted.
