Decision

1. To approve one-off provision of transitional funding of up to £700,000 to support Inspire Youth Zone’s financial stability as it implements its Income Generation Strategy. 
2. To approve the removal of the £120k annual revenue budget Chorley Council currently provides to Inspire from 2027/28 financial year.
3. To agree that the funding should be used to primarily support core operating costs, protecting key frontline youth services and avoid any reactive reductions to provision.
4. To agree that the Director of Communities and Leisure be given delegated authority to implement the above requirements and to put in place the required governance arrangements to ensure lawful distribution of the funds and suitable performance and reporting measures.
