Decision Made:
 

That
the terms reported in this report be approved and authority granted
to instruct the Director of Governance to complete the legal
formalities.
 
That
authority be delegated to the Director of Planning and Property to
approve any changes to the terms of the letting subsequently
agreed.

That
approval be granted to issue an early access licence ahead of the
completion of the lease to allow occupation to continue.

Other Other options considered and rejected:
 

 

If the
terms are not agreed, the tenants will have to move out and the
offices left vacant.  Rent and service
charge would be lost and there would be additional costs incurred
in securing new occupiers.

To
proceed without the grant of a lease would place both parties at
legal risk.
