Without the new connections, the CCTV cameras
in the locations contained in this report would cease to
function.
All existing data circuits for the
council’s CCTV cameras are provided by BT. To ensure a
consistent approach the recommendation is for BT to provide the new
connections required.
A waiver to award contract is recommended. The
nature of the market for the works to be carried out and services
to be provided has been investigated and is demonstrated to be such
that a departure from the requirements of the rules is justifiable
to allow for the consistent approach required. A consistent
approach with all CCTV data circuits provided and managed by one
supplier allows for a centralised approach for the management of
the CCTV infrastructure. There are already numerous cameras across
the borough with data circuits provided by BT.
Other options
considered and rejected
An option for 4G or 5G connection has been
considered but rejected. A 4G or 5G connection would be a cheaper
method, however less reliable.
A tender exercise has been considered and
rejected to achieve a consolidated approach through BT as a single
supplier.
