Reasons for
recommendations
Following a detailed service led review,
formal consultation with staff was carried out.  The consultation considered proposals for a new
staff structure, refreshed focus on specific delivery priorities
and moving all staff to the new Terms and Conditions.  No objections or alternative proposals were made
as a result of the consultation.
 
Other options
considered and rejected
The option to not carry out a service led
review and leave all staff on existing Terms and Conditions and in
the current structure was considered. 
This was rejected because it does not support the corporate
transformation programme to move staff to the new Terms and
Conditions.  The current structure is
not fit for purpose as it relies on ad-hoc, temporary arrangements
to fill key posts
