Reasons for
recommendations
The leisure centre improvement works are
dependent on this approval to enable the appointment of Principal Contractor for the first stage
to progress the design and finalise project costs in line with the
Council’s requirements.
 
Other options
considered and rejected
The Council has the option to
withhold approval for the appointment of the Principal Contractor.
However, this decision would result in further delays to the
necessary works at All Seasons leisure centre, negatively impacting
their operational outcomes. Additionally, the condition of the
leisure centre would continue to deteriorate due to the lack of
investment, leading to increased ongoing reactive costs and the
potential loss of members
