Purpose
Update
to the Economic Growth and Development Overview and Scrutiny
Committee on Asset Decentralisation - Car Parks. This follows
a previous report that Committee on 9 September 2024.
Content
It was
moved by Councillor Guest, seconded by Councillor Widdon
and
RESOLVED that:
The
Strategic Director for Sustainable Growth & Development be
recommended to endorse the asset disposal of the car parks
named in Appendix 1 of the report to Corserv Solutions Ltd subject
to the following:-
(Councillors Dwelly and German voted against the above
proposition).
It was
moved by Councillor Frost, seconded by Councillor Dwelly
that
(i)
Any asset transfer and provider contract be flexible
to allow devolution options should it become viable and/or changes
to statutory guidelines that meant Cornwall Council could utilise
ANPR.
(ii)
The Committee expects the Council to lobby all
relevant bodies, including asking all local MPs, to jointly lobby
the relevant Minister to authorise ANPR.
(Councillor Widdon voted against the above
proposition).
It was
moved by Councillor Dwelly, seconded by Councillor Widdon
that
(iii)Legal advice be
sought on whether all the proposed car parks were within the scope
of “environmental assets” as set out in the previous
Cabinet decision authorising transfer.
It was
moved by Councillor Dwelly, seconded by Councillor Frost
that
(iv) Cornwall Council worked with Corserv to explore
direct ANPR deployment without the use of a private
contractor.
It was
moved by Councillor Dwelly, seconded by Councillor Martin
that
(v)
Corserv be requested to include the Just Park wallet
system within its car parks.
It was
moved by Councillor Perry, seconded by Councillor Frost
that
(vi) Consideration on the leasing arrangements between Cornwall
Council and Corserv that a percentage of income be given directly
to Cormac towards the management costs and any subsequent
additional receipts from the increased income be divided
proportionately between them.
(Councillor Widdon abstained from the vote).
Actions:
To circulate to the Committee
the communication outlining the Government’s intention with
regards to providing guidance on ANPR.
