It was RESOLVED
that it be RECOMMENDED TO COUNCIL that:
 
1. 
Council Procedure Rules 3.1(iii) (Calling of
Extraordinary Meetings), 3.2 (Motion to Remove the Cabinet Leader),
and 12 (Motions on Notice) be amended as set out in paragraph 2.3
of the report, to codify the agile working practice for the
submission of requisitions and motions for, or leading to,
Extraordinary meetings;
2. 
Council Procedure Rule 4.2.2 (Allocation of
Substitutes) be amended as set out in paragraph 2.4 of the report,
to address the tensions recently experienced in relation to the
substitutions and online participation in formal
meetings;
3. 
Council Procedure Rule 10 (Questions from the
Public) be amended as set out in paragraph 2.5 of the report, to
disallow questions from the public at Extraordinary Council
meetings convened to determine the motion to remove the Leader, but
not to amend the Rule in relation to public questions on reports
that are to follow;
4. 
There be no recommendation to Council in respect of
prayers at Council meetings.
