Purpose
The
report will examine the suite of place and town-based investment
that has taken place over the past five years to draw out lessons
learned and inform future place and town-based policy and funding.
The report will recommend key principles for how future place-based
funding and policy will be taken forward.
Content
It was moved by Councillor
Dwelly, seconded by Councillor Perry
and
RESOVLED that
1.
The investment of place and town-based funding over
the past 5 years amounting to more than £142 million and the
significant outputs and outcomes delivered across Cornwall be
noted.
2.
The lessons learnt from the delivery of the
investment and the policy principles for future place policy and
funding outlined in section 2 be noted.
3.
The approach outlined for place-shaping in the short
and medium term through Shared Prosperity Funding (SPF) Year 4
funding for a continuation of the
Community Capacity and Facilitation and the Community Levelling Up
Programmes as well as the intention to put in place a specific town
regeneration resource within Cornwall Council be
supported.
4.
That separate town and rural networks be considered
as a more appropriate delivery and knowledge sharing models than
Community Area Panels (CAPs) for future place shaping.
5.
That the Cornwall Growth Board be
recommended to:
(i) approve the
policy principles for future place policy and funding outlined in
section 2 of the report and
(ii)
Recognise that town and also village vitality were key objectives
for Cornwall Council and the Cornwall Growth Board in the
future.
Actions:
To circulate to the Committee
the final outputs at the end of March the final outcomes and
outputs.
