Purpose
This
report will review the progress made over the last six years of the
Carbon Neutral Cornwall Programme and seek to refresh and affirm
the targets and priority actions over the next 4 years under the
new administration.

Moore, seconded by Councillor Candy and
RESOLVED
that
1.
The guiding principles that shape the Council’s climate and
nature recovery ambitions be endorsed.
2.
The Council’s role as a local systems leader in enabling
climate action and nature recovery alongside the role of the
Cornwall & Isles of Scilly Local Nature Partnership (as Nature
Recovery Strategy Steering Group) and the Climate Commission in
shaping actions and enabling delivery in areas outside of the
Council’s operations be recognised.

Recommend to Cabinet that it
(i)
Adopts the revised long-term ambitions and near-term targets for
climate and nature across the 3 levels of Council action as set out
in the report.
(ii)
Call on officers to set out how the Council would deliver its
near-term climate and nature targets aligned to the business
planning and budget setting process.
(iii)
Acknowledges the Council’s contributory role in developing
and delivering climate and nature responses and calls on the
members of the CIOS Leadership Board to develop the system level of
delivery mechanisms required.
(iv) Calls on
Westminster to provide the powers and funding necessary for
Cornwall to meet legally binding climate and nature
targets.

To circulate further
information on the economic benefits of the net zero transition
including job creation and investment potential.
