Purpose

Acceptance of a grant
from the Football Foundation to part finance construction of the
agreed next phases of the facilities at Truro Sports Hub
(Langarth).  This is part of an agreed scheme and relates to a
proposed community 3G pitch, ancillaries and changing rooms at the
Truro Sports Hub site, referred to as Phase 4, to provide a much
needed all weather community asset for the area.

Content

Decision:
 
1. 
That the
capital grant from the Football Foundation of up to £746,057
to fund the construction of a community 3G pitch at the Truro
Sports Hub site be accepted.
2. 
That the
Contractor for the community 3G artificial grass pitch (AGP)
construction works be procured through the Football Foundation AGP
Framework.
3. 
That the
Council enters into a Joint Contracts Tribunal 2016 Design and
Build Contract with the successful Contractor in the procurement
for the community 3G pitch construction works, subject to the
tendered price falling within the agreed project budget contained
within the Outline Business Plan contained in exempt Appendix
2.
4. 
That the
Council procures the changing room works in accordance with the
Procurement Strategy at exempt Appendix 4.
5. 
That the
Council enters into a contract to construct the changing rooms with
the successful Contractor in the procurement, subject to the
receipt of planning permission and subject to the works being
delivered within the agreed project budget contained within exempt
Appendix 2.
6. 
That
authority be delegated to the Strategic Director for Sustainable
Growth and Development, in consultation with the Portfolio Holder
for Economic Regeneration and Investment and the Section 151
Officer, to implement recommendations 1 to 5
above.
