It was moved by Councillor
Jordan, seconded by Councillor J Thomas, and  RESOLVED that:
 

The
revised Overview and Scrutiny Protocol be approved, with authority
being delegated to the Monitoring Officer to make any necessary
subsequent amendments to the Work Programming Guidance Tool
following Council’s decision on the Responsibility for
Functions of the Overview and Scrutiny Committees;
The
revised Health Related Committees Joint Working Protocol be
approved;
The
renaming of the Customer and Support Services Overview and Scrutiny
Committee to the Corporate Finance and Performance Overview and
Scrutiny Committee and the proposed changes to its functions be
endorsed;
A
bespoke Scrutiny Budget Committee be supported;
The
realignment of the Overview and Scrutiny Committees to the revised
Directorate Structure be implemented in 2025;
The
Chairman and Vice-Chairman of the Council’s Overview and
Scrutiny Committees not both being from the administration and for
their election by secret ballot be implemented in 2025.

 
It was also RESOLVED TO
RECOMMEND TO COUNCIL that:
 
1.  The Customer and
Support Services Overview and Scrutiny Committee be renamed to the
Corporate Finance and Performance Overview and Scrutiny Committee,
the Budget Development Overview and Scrutiny Committee be
established and the identified changes to Article 6, Responsibility
for Functions and the Overview and Scrutiny Procedure Rules be
approved to take effect from the Annual Meeting 2024;
2.  the realignment of the
Overview and Scrutiny Committees to the revised Directorate
Structure be agreed to take effect from the Annual Meeting in May
2025;
3. the Chairman and
Vice-Chairman of the Council’s Overview and Scrutiny
Committees not both being from the administration and for their
election by secret ballot be agreed to take effect from the Annual
Meeting in May 2025.

RESOLVED
that an item be added to the
Committee work programme for the next municipal year on the
structures for Member involvement in the development of the
Cornwall Local Plan.
