Purpose
The Mid
Cornwall Metro (MCM) project comprises a mix of rail and active
travel work areas including rail Infrastructure proposals, ticket
digitalisation and Active Travel, bus and Streetscape improvements.
The core element of the £56m programme is £33m of rail
infrastructure supported by £23m of active travel measures
designed to complement the upgraded rail service and the
introduction of tap on/tap off rail ticketing. Cabinet
will be asked to endorse the project and recommend entry into the
LUF funding agreement to allow drawdown of funding.

It was
moved by Councillor Williams-Pears, seconded by Councillor Gardner
and
RESOLVED:
1.
That Cabinet confirms its support for the ‘Mid
Cornwall Metro – Levelling Up Fund’ project, in order
to deliver strategic transformational connectivity to support a
Thriving and Sustainable Cornwall with the following
outputs:
a)
Rail Infrastructure proposals to enhance the Newquay
Branch Line and extend direct rail services between Newquay, St
Austell, Truro, Penryn and Falmouth
b)
Active Travel and accessibility improvements at rail
stations and adjacent areas in Newquay, Roche, Bugle and
Falmouth-Penryn
c)
Ticket digitalisation – providing
tap-on/tap-off ‘Pay-As-You-Go’ ticketing in
Cornwall.
2.
That authority be delegated to the Strategic
Director for Sustainable Growth and Development, in consultation
with the Portfolio Holder for Transport, the Portfolio Holder for
Resources, the Section 151 Officer and the Monitoring Officer
to:
a)
accept the Levelling Up Funding of £49.995m from the
Department for Levelling Up, Housing and Communities
b)
enter into a Memorandum of Understanding with the Department for
Levelling Up for the Levelling Up Funding
c)
negotiate and conclude the Implementation Agreement with Network
Rail for delivery of the rail infrastructure works; and
d)
enter into such other agreements as are necessary to implement the
Mid Cornwall Metro Levelling Up Project.
This delegation
is subject to final approval by Treasury and Department for
Transport in respect of the proposal to fund the first three years'
operational costs.
