DECISION:
RESOLVED:
1.
That Cabinet endorses the Cornwall Homechoice Scheme, as set out in Appendix 2 to the
report, as the primary policy to be used for allocating social and
affordable housing in Cornwall and agrees a final further two week
public consultation exercise following which authority be delegated
to the Strategic Director for Sustainable Growth and Development,
in consultation with the Cabinet Member for Planning and Housing,
to consider the responses, make minor amendments and to adopt the
Scheme.
2.
That authority be delegated to the Service Director
for Planning and Housing (Chief Planning Officer), in consultation
with the Cabinet Member for Planning and Housing, to undertake the
work required for the Homechoice register to be used as the one register of
housing need in Cornwall including supported and specialist need
for Cornwall.
3.
That authority be delegated to the Service Director
for Planning and Housing (Chief Planning Officer), in consultation
with the Cabinet Member for Planning and Housing, to undertake
regular reviews of the Cornwall Homechoice Scheme with the Homechoice Partnership, including consultation
where required, which will include preparation and approval of an
Annual Lettings Plan to set out how direct lets will be
prioritised, as well as focused reviews and amendments to the
Cornwall Homechoice Scheme with an
Annual Review statement to be prepared and published each year for
monitoring.
4.
That work on a new Homelessness Strategy be
commenced, led and informed by stakeholders, with a view to an
independent commission being established to oversee linkages within
the sector.
5.
That authority be delegated to the Service Director
for Planning and Housing (Chief Planning Officer), in consultation
with the Cabinet Member for Planning and Housing and the Monitoring
Officer, to undertake a legal review of the Cornwall Homechoice Scheme after 12 months to ensure that
the operation of the policy meets all legal
requirements.
