It was moved by Councillor
Craker, seconded by Councillor Foreman
and
 
RESOLVED that
1. 
Cornwall Council recognises and notes the huge
contribution made by our local farmers and growers to the Cornish
economy and its rural communities. 
2. 
Cornwall Council commits to developing stronger
partnerships with our arable, livestock, and dairy farmers and
growers in order to enhance our magnificent countryside. The
Council will strive to support farmers, by being sympathetic to
diversification opportunities and promotion of local produce.

3. 
Cornwall Council commits to supporting our local
farmers and growers by, where possible, ensuring that all food
provided at council organised events is seasonal produce sourced
from local suppliers; to include meat, dairy, and plant-based
produce.
4. 
With tackling the Climate and Ecological Emergencies
key priorities for Cornwall; Cornwall Council will consider ways to
encourage residents, where possible, to shop locally for seasonal
produce, taking advantage of home-grown, affordable and nutritious
food, both plant and meat based thus reducing food miles to our
plates and boosting the local economy.
5. 
Cornwall Council will continue to support the
Council’s County Farms estate, including the adopted
2019-2039 Farm Estate Strategy. 
6. 
Cornwall Council investigates establishing a
Sustainable Farming Certification system in line with our Local
Nature Recovery plan.
7. 
Cornwall Council investigates creating a Sustainable
Food Supply Chain procurement policy in line with our Local Nature
Recovery plan and promotes its use across the Duchy.
8. 
Cornwall Council calls upon the Leader to work with
all six of Cornwall's MPs to lobby the Government:
(a) To broaden and deepen the operation of the Grocery Code to
ensure fair trade for all of UK’s agricultural and
horticultural enterprises
(b) To freeze the phase out of direct support (Basic Payment
Scheme) at or above the 2023 levels until such time as the full
package of Environmental Land Management Schemes are fully worked
up and implemented.
(c) To return to the commitment to protect UK welfare and
environmental standards when negotiating new international trade
deals
(d) To base the number of future Seasonal Workforce Visas on the
actual needs of Cornwall’s farmers rather than any arbitrary
cap
(e) To reduce export barriers faced by Cornish
producers.
(f) To provide ring-fenced funding for schools, hospitals and
care homes specifically to ensure that all pupils, patients and
residents are fed high-quality, nutritious, locally sourced
meals.
