Purpose

Annual
update on Transformation (Decarbonisation, Decentralisation and
Digitalisation) to show what has been achieved and what we are
trying to achieve moving forward.

Content

DECISION:

RESOLVED:
 

1. 
That the organisation’s single transformation
programme, as described in the report, to deliver The Council We
Need, including the progress made in relation to delivery on the
Council’s digitalisation, decarbonisation and
decentralisation ambitions, as shown in Appendices 1, 2 and 3 to
the report, be acknowledged and welcomed.

2. 
That in accordance with the Cabinet’s approval
of the Digital Futures (e.g. digitalisation) Business Case on 27
September 2022, a second tranche of funding of £5m be
released from the Organisational Improvement Reserve to support
Phase II of savings realisations in the areas outlined in paragraph
2.4 and Appendix 1 to the report.

3. 
That an amount of £4.25m for 2024/25 be
released from the Place and Green Growth Reserve to fund
decarbonisation initiatives, as set out in paragraphs 2.15 to 2.17
and Appendix 2 to the report, to deliver key interventions to
reduce Council emissions.

4. 
That an amount of £0.5m for 2024/25 be
released from the Place and Green Growth Reserve to fund the
decentralisation initiatives, as set out in paragraphs 2.24 and
Appendix 3 to the report.

5. 
That the response to the “Climate Emergency
Declaration 5th Anniversary” motion to Council on
16 January 2024 be approved, as set out in Appendix 4 to the
report.

6. 
That the Council’s Productivity Plan be
endorsed and submitted to Government, as referenced in paragraphs
2.29 to 2.34 and set out in Appendix 5 to the report.
