Purpose
To
consult and approve the Strategic Economic Investment Document for
Cornwall 'Good Growth Strategy' which will drive, direct and inform
economic development and regeneration in Cornwall.
The
Chairman of the Council has agreed that the decision proposed is
reasonable in all circulates, that it be treated as a matter of
urgency and will therefore be exempt from call-in for the reason
set out below.
The
Cornwall Good Growth Plan must be submitted to Government before
Parliament’s summer recess, commencing on 1 August 2024,
therefore must be sent prior to the usual five clear days provided
to permit for call-in of a decision prior to its
implementation. It is evident from the
announcements made since taking power that the new Government is
moving at pace to implement the Labour Party Change
manifesto. Therefore, it is in the
interests of Cornwall to ensure that the Council’s proposals
for devolution and growth are submitted within a very narrow window
of opportunity to stand the very best chance of ensuring that
manifesto pledges are translated into Government policy that
supports and/or accedes to the Council’s
proposals.

DECISION:
RESOLVED:
1.
That the proposed Cornwall Good Growth Plan,
attached as Appendix 1 to the report, be considered and
approved.
2.
That the Cornwall Growth Board reviews and, where
appropriate amends, the Cornwall Good Growth Plan in light of any
relevant economic or policy changes arising from the outcome of the
General Election on the 4 July 2024, the King’s speech and
the Autumn Statement and that the Cornwall Growth Board establishes
plans for and oversee the implementation of the Plan in accordance
with its Terms of Reference.
3.
That the Cornwall Growth Board explores and reviews
the availability of data on homebased working and remote working as
part of the review of the Good Growth Plan, commissioning further
evidence if needed, to understand the potential benefits and
impacts of the significant shift to homebased working.
