It was
moved by Councillor Frost and seconded by Councillor Martin that
Councillor Dwelly be elected as
Chairman.
 
It was
moved by Councillor Perry and seconded by Councillor Jordan that
Councillor Double be elected Chairman.
 
On a
show of hands, voting was tied, with both Councillor Dwelly and Councillor Double receiving five votes
each.
 
In
accordance with procedure, on the toss of a coin, Councillor
Dwelly was elected Chairman.
 
Councillor Dwelly thereupon took the
Chair.
