Purpose
Response to questions raised at the Committee in relation to the
disposal of car parks through the Decentralisation
Programme.
Content
It was moved by Councillor
Perry, seconded by Councillor Channon and
RESOLVED
that the Committee considered and provided feedback
on the principles for the programme of car park disposal and
recommended to the Strategic Director for Sustainable Growth
and Development, in consultation with the Portfolio Holder for
Transportto consider the following for future asset
transfers:
(i)
To maximise the amount of Cornwall Council revenue
from car park enforcement the Leader should promote a devolution
request to Government to give Cornwall Council the ability to use
ANPR camaras for enforcement. The
Committee considered it would cost the Government nothing but could
provide very significant additional revenue for the
Council.
It was moved by Councillor
Perry, seconded by Councillor Dwelly that
(ii)
A surprisingly large proportion of Cornwall Council
car parks had no charges at all and given budget pressures it
recommended that charging be considered for possible introduction
for all car parks to increase resources that could help deliver
local traffic orders and improved highway maintenance.
It was moved by Councillor
Perry, seconded by Councillor Channon that
(iii)
No car parks being considered as part of the advance
town and parish devolution discussions be included in the list for
potential transfer.
It was moved by Councillor
Perry, seconded by Councillor Channon that
(iv)
A further report on the Assets Decentralisation
– car parks be presented to a future meeting of the Committee
subject to the necessary scrutiny processes being completed and
include a list of the proposed car parks for transfer.
It was moved by Councillor
Dwelly, seconded by Councillor Thomas that
(v)
All transferred car parks continue to be included in
the Just Park wallet package that helped residents obtain
discounts.
