Purpose

The
Scrutiny Committee will have the opportunity to review the Formal
Gateway Decision being undertaken in August 2024 by the Strategic
Director for Sustainable Growth and Development in consultation
with the Portfolio Holders for Resources and Transport.
This was an agreed condition of the
Cabinet approval to enter into a Memorandum of Understanding with
DfT to draw down the LUF funding given the Council is the
accountable body for the delivery of heavy rail
infrastructure.

In November 2023, the Scrutiny Committee also raised a number of
additional questions that will be addressed in this paper. The
session will also enable the Committee to gain an understanding of
the next key steps in the programme.
