The purpose was to review a
submission by Chipping Campden Town Council (CCTC) of a
Neighbourhood Plan and determine whether it met the legal criteria
necessary to progress to a Regulation 16 Consultation.
 
The Head of Economic
Development and Communities introduced the report and confirmed
that the report covered the submission requirements to meet the
criteria for progression as set out in Regulation 15.
 
Documents included:
 

·        
a map or statement identifying the area to which the
plan relates,

·        
the consultation statement,

·        
the proposed NDP,

·        
a statement explaining how the NDP meets the
‘basic conditions’ (the legal conditions that must be
satisfied for an NDP to pass examination),

·        
One of the following: a) a statement of reasons for
a determination that the proposal is unlikely to have significant
environmental effects OR b) an environmental report.

·        
Where appropriate, the information to enable
appropriate environmental assessments if required.
 
 
The Head of Economic
Development and Communities stated that if the Cabinet Member
agreed that the plan submitted met the criteria, it would proceed
to a six-week public consultation for community and stakeholder
input before undergoing independent examination.
 
 
The Cabinet Member for Housing
and Planning asked whether the Draft Chipping Campden Town
Neighbourhood Plan acknowledged the new National Planning Policy
Framework (NPPF).
The Head of Economic
Development and Communities confirmed that the consultation and
submission dates were influenced by the new NPPF.
