About

The Overview and Scrutiny Commission (OSC) provides a critical challenge to the council's executive decision-makers, aiming to improve services and ensure public concerns are heard. This non-partisan committee, composed of councillors not on the Cabinet, can establish temporary panels to conduct in-depth reviews of council policies or services. These panels gather evidence, take witness statements, and may conduct site visits to produce recommendations. The OSC then considers these recommendations before they are sent to the Cabinet or Full Council for approval. The commission cannot address individual complaints or decisions made by regulatory committees like Planning or Licensing.
