Purpose

Following the National Waste Strategy there is
a requirement to introduce a food waste collection service. This
report seeks approval for the procurement process and delegation of
the contract award.

Exempt Paragraph 3 – Information
relating to financial and business affairs of any particular person
(including the Authority holding that information)

RESOLVED

That the Cabinet:

a)        approves the
appointment of Bidder A, for the supply of 5 new food waste
collection vehicles which will come into operation from 1 April
2026, following a procurement exercise.

b)        delegates the
negotiation, approval and completion of all relevant documentation,
including contract and legal paperwork, to the Head of Major
Projects and Commercial Services, in consultation with the Head of
Governance, People and Performance.

recommendation)

Reasons for the
Recommendations

The recommendations will enable compliance with the
Environment Act (2021) requirement to introduce a separate weekly
food waste collection by April 2026. The introduction of separate
weekly food waste along with the move to alternate weekly residual
waste collection is projected to reduce carbon emissions from
collection and disposal of waste by 35%. The recommendations
therefore also support the Council’s aim of achieving a 50%
reduction in carbon emissions by 2030. 

Following the procurement process, Bidder A has submitted
the most advantageous tender and is therefore recommended for
appointment.
