Purpose

The Cabinet approved report
SHAP/095 on 22 July 2025, to permit the extension of the lease as
set out in paragraph 5.5 of that report, for the continued
provision of affordable housing.

Resolution b) of that report delegates the negotiation, approval
and completion of all relevant documentation including legal
paperwork necessary for the lease to be extended, on agreeable
terms, to the Head of Strategic Housing, the Head of Corporate
Finance, and the Head of Governance, People & Performance, in
consultation with the Leader of the Council and the Cabinet Member
for Housing.

To enter into the extended lease period in conjunction with
removing a restrictive covenant over a portion of the adjacent site
to allow for the sale of that site to proceed for the provision of
additional affordable housing.

The Head of Strategic Housing in conjunction with the Head of
Corporate Finance and the Data & Democracy Manager in the
interim on behalf of the Head of Governance, People &
Performance, and in consultation with the Leader of the Council and
the Cabinet Member for Housing.

Alternative options considered

The alternative option of selling the site to
the Leaseholder was explored, but the Leaseholder rather opted for
the lease extension.
