Purpose
An update on
the progress taken on the Council's Operating Model and options to
improve efficiency and effectiveness following the previous report
to Cabinet on 3rd July 2025.
Decision
RESOLVED to:
1)
Approve progression to the design stage of the Transformation
and Efficiency Programme including the development of a revised
operating model;
2)
Approve the Procurement of a Delivery and Implementation
Partner via tender for both the Design and Implementation stages
through the open market with a break clause between the two stages
to allow for review and decision-making before full
implementation;
3)
Authorise the Executive Director – Corporate Services
and Transformation, in consultation with the Cabinet Member for
Business Services and Cabinet Member for Council Efficiency (DOGE),
to award the contract;
4)
Subject to the Council’s Strategy on capital receipts
being amended, agree in principle to fund the estimated
£5million cost of the Design and Implementation stages
through the flexible use of capital receipts; and
5)
Note that an update report be brought to Cabinet following
the design stage to seek approval to progress into
implementation.
