Purpose
To seek Cabinet
approval of the Highways Capital Programme for 2026-27.
Decision
RESOLVED to:
1)
Approve the delegation of authority to the Executive Director
– Place to approve the receipt of all grant funding received
from EMCCA in respect of the Transport for City Regions (TCR)
Funding and related highways and transport funding;
2)
Approve the schemes outlined in Appendix 2 forming the
2026-27 Highways Capital Programme;
3)
Approve the delegation of authority to the Highways Director,
in consultation with the Cabinet Member for Potholes, Highways and
Transport, for the approval of any additions or deletions to the
programme;
4)
Approve the delegation of authority to the Highways Director,
as Chair of the Highways Capital Programme Board, for the approval
of any changes to the programme within the tolerance of the overall
budget;
5)
Approve the delegation to the Highways Director, as Chair of
Highways Capital Programme Board, for the approval to bring forward
for construction in 2025-26 proposed 2026-27 schemes included in
Appendix 2 if there were underspends in the 2025-26 Capital
budget;
6)
Approve the procurement of projects included in the Landslip
and A6 Historic Retaining Walls Urgent Repair Programme;
7)
Approve the allocation of funding received for the additional
preventative and restorative maintenance works;
8)
Note the change to a ‘Fence to Fence’ approach
for applicable capital schemes;
9)
Note the change to the carriageway Annual Engineers
Inspection (AEI) Frequencies;
10)
Approve the introduction of the £3.000m Member-led
Minor Residential Roads Resurfacing Programme and delegates to the
Highways Director, as Chair of Highways Capital Programme Board,
and the Cabinet Member for Potholes, Roads and Transport the
approval to amend or extend this Programme; and
11)
Approve the delegation to the Authority’s Section 151
Officer that relevant grant conditions were accepted and discharged
appropriately.
