1) Approval for the proposed layout of the
Habitat Bank as set out in Background Paper 3.

2) Approval for spending up to £380,673.37from the
Environment & Sustainability/Net Zero Carbon Earmarked Reserve
for work in years 0-5 to fund grassland, scrub and woodland
creation and management on the site, based on the business case to
date showing the scheme
as viable.

3) Approval to appoint a contractor to undertake woodland and shrub
planting this winter and then carry out maintenance management for
the subsequent 3 years.

4) Approval for a subsequent ODR to review a refined business case,
once contractors are appointed to project manage and maintain the
site and the legal costs for securing the project delivery with a
conservation covenant have been confirmed.

This ODR also notes that:
Final approval to agree the price per Biodiversity Unit will then
be undertaken in accordance with the Council’s Financial
Procedure Rules relating to Fees and Charges.
