Purpose

The Councils previous contract has expired
recently. The spend for this requirement is currently non-compliant
so a new long-term contract is required. Based on the last 12
months, the Council spends around £65,000 per annum on this
service, and this could increase based on changes to fleet and
other works forecast. It is essential for this service to be
procured and therefore the procurement exercise will be carried out
to ensure compliance with the PCR’s and CPR’s.

There is a desire to keep this service within the borough and to
ensure local small, medium enterprises (SME’s) are given the
opportunity to bid for the work. This requirement is
currently
available to suppliers through the planned procurement information
published on the Intranet but, local businesses that the Service
area have identified will be invited to bid to ensure local
companies have the opportunity to compete. This includes the
incumbent provider.

This procurement exercise via an Open
Invitation to tender is for the supply and fitting of Vehicle
Graphics to the Councils and St Leger Homes of Doncaster’s
Fleet. The procurement will be carried out in accordance with the
PCR’s (Public Contracts Regulations 2015) and the
Council’s CPR’s (Contract Procedure Rules). The
Invitation to Tender is to be conducted via YORtender. The
procurement will implement a long term (5 year) contract to meet
the Councils
requirements.
