Purpose

Following an emergency capital bid for funds
to repair a Public rights of way footbridge, due to an arson attack
which has created a ongoing health and safety issue to the general
public, and also the council has a statutory duty to keep this
public rights of way open.

To approve the allocation of £xxxxxx of
Capital fund to new capital sub cost centre

Alternative options considered

Not to repair the footbridge and remove the
asset from our PROW network, which in turn means the Public right
of way being diverted, this would require the Secretary of State
(SOS) to take
the request to public inquest and most likely be rejected by the
SOS, which will result in thehighway authority being publicly
instructed to replace the Bridge under our statutory duty –
this option was REJECTED.
